A peer to peer donation website with schedule list

Of members awaiting payment... Wch comes out every two hours.... When the list comes out.. I pick some1 from the list.... And click donate.. Den i enter the amount am willing to donated.. Let say the guy has 100000 and am capable of donating 20000... I enter the amount... Den i av successfully reserved the person. I makes payment ofline... Into his back details supplied... Den upload online my proof of payment. So the person i picked will click on confirm if he got my payment or declined if he didnt get my payment ... Den i dat made the payment will be on the queue to be on the next list... With like if i donate. 10000, i will be put on the next list will 18000.. Since it is 80% interst But if my payment is declined i will be removed from the system
