Place Value - Number Representation Cards

Check attachment for better clarity. Below is requirement of Phase 1 project. As of now, we need quote for just project Phase 1. This project should be for design of 1 card ( front and back) . It should be for visual representation of number 94 on flash card. This card will be of approximate size if 55 mm width and 85 mm Height. This card will have print on both Front and Back. So total 2 designs of card. Completion of phase 1 will give better idea to estimate for Projects' phase 2. It may or may not be assigned to you. In project phase 2, we need to create 100 such cards. One for each number from Zero to Ninety-Nine. Phase 1 card need to be designed/delivered in form of editable graphics which can be easily used for delivering other cards. so that later you or other designer should be able to create multiple version (for representing other numbers) of this card. One should be able to do Save As (modification) of this card. In other words, one should be able to change aspects like color of each object in each. One should be able to copy and paste individual object.
