Build a Website

I need help in designing a website which would contain standardized test practice problems (like GMAT, SAT etc.). The designing project would be divided in the following aspects: 1) The homepage would contain some basic texts with a high resolution banner and logo, and some sample test problems. The overall design would be very sample and easy to read. I have some sample websites in mind that could be reproduced. 2) The users need to login (username and password) and setup payment (through PayPal) to access the test problems. Thus the website should be able to save user data in a database to identify who are the paid users and grant them the access to the problems. 3) The problems are texts (many of which have static figures). 4) I have a paid domain which can be used, but I am not sure if the hosting company would allow me to setup user accounts etc. An experienced freelancer should be able to check on that. 5) I would require to see the prospective freelancer's previous works to identify if he/she is going to be good fit for the project. Please state your experiences with web designing with the bid. It would be even better if you have a live website that you designed by yourself. 6) I hope to make it done in 7 - 10 days or as early as possible. I have prepared a lot of test problems already, but I don't have the necessary experience to do such level of web designing or database management. Thanks for your interest in the project.
