Build a App Like AppBounty or FeaturePoints

I need a website build that is almost exactly like AppBounty or FeaturePoints. I need both the desktop sides and mobile sides of the website. Everything needs to work the same on this site as on AppBounty/FeaturePoints. I need there to be a referral count for users as well. I need to be able to adjust the following: -Whether users earn from referring or from referral offer completion. -How much users earn from referring or referral downloads. -How many points users earn from each offer. -How many points equals one dollar. I need this site to be 100% secure from hackers, bots, etc. No false earnings can be acquired. There needs to be integration for the following: -PayPal -Amazon -iTunes -Google Play -XBOX Live -PlayStation Network If integration isn't possible I need to be able to add codes for them and I need $1, $2, $5, $10, $15, $20, $25, $50, and $100 amounts where possible for redeeming rewards. PayPal integration is a must and the minimum $ amount to be cashed out is $5. There needs to be an automated email system that notifies me when codes are low for a certain reward and I need to be able to set how low each code must be before I receive an email. I need to have it to where both Android and iOS users get offers that apply to them. I can't have iOS users seeing Android offers. I need a system that let's people post offers to their apps if there is a valid link supplied to the appropriate app marketplace (iTunes, Google Play). There should be a profile for the device that is using the site to check for offer completion or some way that does check. Again, no false earnings. Everything should be pretty self explanatory.
