Build a Website

Dear Sir/Madam, I have half a website already built but I need someone to come and take over the project. We have some of the basic layout already done, but would like some extra features adding to the website. I am leader and founder of a clan called Elite Rebellion. We specialise in military tactics and teamwork on first and third person shooters, on video games. We also have our own YouTube channel. We use our website and need the following added to it: - We stay conntected to eachother when not playing video games, by use of our forums, which needs work on badly. - We need a place where people can chat live to eachother in a text room. - The website needs to work on tablets and mobile phones. - Profiles need to have work, making them most customizable for new users. This must include our ranking system so that users can easily identify who is who and what rank they are. - The website needs to be clean and clutter free. - The admin/moderators must have acess to a special area on the website where they can edit certain pages of information, based on thier level of power/permissions. The most important thing is to have the website editable once the project is complete so that if any adjustments are needed then I can edit them with ease. This is a perfect example of what we would like to have, maybe not as in depth, but our current website doesn't allow me to edit it in such a way). Anyone who wants to do this for us would also have to be available for regular meetings to discuss the direction of the website and any other features that need to be added. We could either do this via Skype or Teamspeak 3. The reason we have put our Budget as £20-£250 is because we dont have any income coming into our clan just yet, but we do have a basic layout to the website and some features already started, so it's not like you would have to start from scratch. We can also advertise the person who works with us on our media channel and everything is open to discussion. I also have a small amature team that is learning skills in web design and coding, so they can also help assist you. I also have skills in graphic design and animation in After Effects and photoshop if they are needed for artwork on the website.
