Build a Website

We want to build a duplicate site to one of the following except, specifically for a community of electrical engineers. These are in order of preference. We like the [login to view URL] site the most and think many of the electrical engineers using our site will also like the same experience. We have quiet a few changes, but this will give us a barebones model from which we can build a very unique site. You should be able to do this in rails relatively quickly.
