Hello, Using magento or WordPress or something else is not good for this type of vast custom functions. I think, you are right about PHP and you should go for any PHP framework. I have done a TradesPerson searching and contracting application for my last project with Laravel. It was also a nice application. I think, you will need simple but smart design, easy backend, easy to manage and clean code so it can be enrich in future. Please lets discuss more about it.
