Design a professional emailer

The project is a JPG to fit into an emailer to send out to all of our clients. The title of the document: Is driving high performance important for you? Subheading: Assessment: Driving high performance through increased HR capability. Look and feel: Professional and corporate, easy to read (with columns), branded for HRMC Talent. I have attached an example newsletter (the A4 size example) for a look and feel. The images used in the newsletter on top should be african looking. Once I have awarded a freelancer I will go into a little more detail about the contents layout options. This will be a newsletter that the content will change about twice a month so the awarded designer will be given this additional work too. We are looking for 3 design options on the original concept and the deadline for this will be 2 working days. My budget is USD45,00 for the initial designs.
