Cartoon Character Illustration and simple flash animation

We have a short and simple piece of illustration and flash animation work. We would like 10 cartoon characters designed (just head and shoulders), these will be to our specific instructions. For each character we simple need 1 picture created of them facing straight on towards the viewer. Each picture then should be animated 2 different ways. First one is where the mouth is animated so it moves on a loop so it looks like the character is speaking. Secondly a loop where the character blinks every few seconds. An exact example of what we are looking for can be provided.
