I have worked on projects similar to yours in the past. For example I designed a complex headcount tool that enabled to determine the number of staff required to setup, run and teardown events along with the cost and various others.
For your building costing template I would suggest having one sheet with all the materials along with their respective cost per quantity, category, and other necessary information. The main sheet that calculates the building cost would have the different phases of construction with materials required, their quantity and finally total cost.
I know you will probably receive a number of lowball bids on which you probably do not want to risk time and money. I guaranty effective and efficient completion of the project.
