basic css help me positioning

i ahve a ebsite and i want it to look the same both on my laptop and desktop. at the moment it works fine one my laptop with the following css code #footer .one_column_layout, #footer .two_column_layout, #footer .three_column_layout { margin: 4px auto; position: absolute; padding-bottom: 15px; display: none; font-size: 16px; color: white; font-family: Verdana; font-size: 12px; bottom: 55px; padding-bottom: 70px; margin: auto; left: 420px; right:500px; left:500px; } however onmym desktop it moves down the page and its not good i need to know how i can change it so it does not chnage its position no matter what the resolution of a computer i will not pay more than 4$
