C# / WCF service library that allows monitoring other applications

We have a distributed system that uses several Windows services written in C#. We want to create one centralized app to monitor all these services, as well as services we may wriite in the future. For this purpose we need you to develope for us a C#, WCF-based web service that any of our services can embed, to become instantly monitored by our monitoring Windows app. The web service will support the following actions: 1. Ping: queries a service to check its status. Returns (ServicesStatuses enum) status, (string) message. 2. Subscribe: subscribes a client to receive notifications from the service host. Subscribers receive the following callbacks: 2.1. OnJobUpdate: (string) jobId, (JobStatuses enum) status, (string) statusString, (DateTime) statusDate, (JobChangeEnum enum) AllowedChanges 2.2. OnServiceStatusChanged: (ServicesStatuses enum) status, (string) message 3. RestartJob: Restarts a job. Returns: (JobStatuses) status, (string) statusString, (DateTime) statusDate. 4. TerminateJob: Terminates a job in it's current state of execution. Returns: (JobStatuses) status, (string) statusString, (DateTime) statusDate. 5. RestartService: Restarts the entire service. 6. GetLog((string) jobId): Returns the content (string) of a log associated with the service. We need you to write: 1. Service and data contracts 2. Service library 3. A Service Host class that we can include in any project, to make it monitorable The service host class will be instantiated by any service that wishes to be monitored. Address and Binding information will be provided by the instantiating service, not by a config file. The final deliverable will be the complete source code, in one single .Net library project (dll), created in Visual Studio 2015, .Net 4.6.1. The final deliverable must also include complete unit tests where those are relevant.
