Desktop application to embedd a flash web page in

I need you to develop a small desktop application. Inside this application we will give a Flash Web page link. Flash web page is password protected, so users can't access that flash web page using Browser. That could be accessed through this desktop application only. Because this application will be with built in user name and password to access that page. The application should collect Hard disk serial number of user and send it to my PHP system to verify if user is banned or not ? ~~~~~~~~~~~~~~~~~~~ If user is banned, desktop application should be closed immediatly and don't open flash web page. If user is not banned, he can go to chat room. If user is not in mySQL database, he also can go to chat room. ~~~~~~~~~~~~~~~~~~~ I already have a PHP + MySQL based web page where your desktop application can check all above mentioned 3 steps. All these 3 steps works through response code 1,2,3 from my own PHP web page. The user name and password to access flash web page should be encrypted. ( very important ) So users can not extract user name and password using network packet capturing tools. This is a very small and easy application. And you should fix any kind of bug found in this software within the budget i paid for.
