A small program : Count how much items i need with keyboard

I am looking for someone who can create a small program with these features : - must be able to display japanese words - import a txt file with number and how much items i need / have (or any other solutions to write this) - assign a key who are able to add (+1) to the correct items. 01/10 will be 02/10 - able to run it and view it when playing videogames in fullscreen (transparent software?) - quick add/delete each items Example of the txt file. Word01 01/10 F2 means i need 10 Word01 and i already have 01 typing F2 will give me 02/10 This project is an alternative to this software where you are able to see some screenshoot.
