Cisco PBX extension state monitoring tool/code/sample

We are urgently looking for a code to monitor a group of extensions of a Cisco PBX. All we need is the current state of each extension, if it is in talking mode or hangup mode. We are hoping to be able to do it under the release 7.1.3, which uses SOAP Webservices interface for this particular purpose. But need someone who already has knowledge about it, have no time for someone to start from the beginning... that could be next time. We would consider code built in the following: C, C++, Delphi, Pascal, Visual Basic, .net Or could consider an Api that could give us the information. Please let us know if you have questions.
