Android based CCTV camera - Part7

Need a CCTV hardware and Android software expert to build me a cctv camera with android OS with following features: - It should work as IP camera - Support for 3G/2G sim, wifi and rj45 interface - support for up to D1 resolution, 30fps & H.264 protocol for streaming - support for on camera storage at least up to 75GB - Use 1GHz processor - support PTZ and NVD - Remote viewing and PTZ controlling web app with standard features - Motion Detection, face detection and number plate detection alarm - support remote view through video call - support for dynamic and real IP addresses Please note that project cost does not include the hardware to be delivered. Hardware delivered will be paid for extra as actual. (Keep it below USD 200/ camera) Deliverable: Working Hardware and software as specified with all sources with instructions and manuals including instructions for compiling. Test procedure: We will place 3G sim inside the android camera and use another 3G phone to call in on camera phone number and view the stream. alternatively use the remote CCTV view and control web app supplied by you to view the camera feed. This should be a start of a long term relationship.
