Application event-reporting to proprietary API

I have an appliction generating an event log in a plain text file. These events need to be parsed and passed on to an event reporting agent using a proprietary API (thus NDA required). This project needs to be realized on WinServer 2003 with VisualStudio 2005. I can provide access to a development VM with both Win2003 and VS2005 installed with a day or so. The event reporting agent will have to be installed on the machine too. Just FYI, in case you would like to take it all onsite. I require A+ code quality, as the code will be reviewed by a leading software company. So self-taught "for fun"-coders need not apply (no offense meant!)
