Craigslist Ad Flagger

I need a program created with a user friendly UI. This program must automatically flag craigslist ads. The user will be able to specify cities, sections, and keywords to flag. The program must have proxy support and rotate depending on the users input. This program must have bulletproof security on it meaning that noone will be able to crack it. I dont care how the security is done. I have a server if it must be web based. You must do updates for when CL changes(paid of course) This must be able to flag a minimum of 50 posts per minute, regardless of how often the proxy switches. It must detect slow proxies and remove them from the list to not be used again. More info will be given when bidding is over. Please PM me a portfolio with recent projects that you have done.
