I have quite a lot of Experience in Creating Android (and other OS) apps. On top of that I also have experience on creating websites similar to OLX and Quikr. If you notice these websites, they don't do money transactions, instead they earn from Advertisements on their site. Users can post their requirements (what they want to buy) and their products (what they want to sell) and users can contact each other (instant messaging) through the app. If this is a gist of what you want (obviously there's more to it), I'm the man for you.
