Create Site like Fiverr.com with same functionality

Create a site similiar to [login to view URL] but with a teenage theme and twist. It must have mostly the same features and same functionality with a community feature added. Please visit the site and show me sites that you've created that required more than design work. Your response must have examples in it and it must tell me how it will created. You must also have a graphics person or you must be great with graphics as well. Site must be bright and eye-catching. I will pay $300. Has to be delivered in 3 weeks. These are the deliverables: 1.
