Banner Issue on Android with Responsive Template

I have a responsive template - HTML5 from [login to view URL] and after doing a lot of work getting the site to where I want it - realized that the banner will not work on my Android - Galaxy S3 software version 4.1.2 - If you make desktop browser 300 width - it shows up just fine - only issue is on the smart phone. [login to view URL] I need someone that 1. that understands the responsive template software 2. has an android mobile device so you can test and debug yourself 3. can fix the issue that is keeping it from displaying. I would like to assure that the page is viewable from ALL devices as well - iPhones - iPads - other tablets - etc. I will provide the selected developer with the full code to the web site Thanks
