DOS Network Coding - PC/TCP Send UDP Packet

Transmit an arbitrary UDP payload using C code in a DOS 6.22 environment (Virtual Box or actual hardware). Create a C proof of concept and provide instructions for getting the build environment up and running. I'd prefer cross compilation from a Linux box but would be okay building on the DOS box if need be.
I can provide a working PC/TCP build under DOS 6.22 in Virutal Box if desired to start with.
