Build a Website with a backend + DB and API tie-ins

We need a website where users will browse apartments using filtered preferences and location (some basic Google Maps integration here) and apply for them. The user will need to be able to create an account, select multiple properties to apply for, fill out a form with their information, and pay for the application (using PayPal). The website's backend will need to send this information (via XML, we have the API documentation ready) to a 3rd party, which will then provide a response that we will need to store and display to the user (along with an email alert). In addition, the website will need to interface with the 3rd party API to retrieve and update property information.
This project is well-defined with an existing front-end, we are looking for an experienced developer who can develop the back-end and tie it together with the front-end, as well as refine the front end where necessary. Weekly updates is a must, preferred go-live is early January.
