add auction feature to Php multi vendor website

Hi we have custom Php, similar to mvc framework like yii 2 code ignitor etc.
Website is multi vendor. We want to add auction feature like eBay. Complete solution.
Currently only have buy now option.
We need add features :
Vendor choose auction or buy now.
Admin can set auction time and date.
Vendor add products to created auction date by admin.
There is listing fee for auction products. Need to deduct from seller account immediately.
There must be special page for auction dates created.
In website, there must be filter to sort by auction or buy now.
There must be email for buyer who wish to be alerted 45mins before auction end.
There must be bid history.
Automatically increase bid if user choose.
Bid increasement set by seller when product listed.
Please bid estimated cost. Don't bid 100$ then tell me in chat 500$.
If you bid 400$ then you tell 500$ this is reasonable.
This is complex task. Only people with experience in ecommerce, Php, Mysql and auction software will be considered
