Build Me A Trading Bot

Hey there,
I am looking for a trading bot to execute exact orders. I am not looking for a high frequency trading bot. I need a trading bot that can detect when a price of a certain stock comes into an area of a pivot point and is a certain distance form VWAP. I need it to integrate with Interactive Brokers and use their API for data and order entry. It can be programmed in anything, I would prefer C# but will consider others. I would also like the ability to run back tests on any given stock over a certain time period and return results that I can save, sort and filter. If there is a way to optimize the current strategy using different factors and values and maybe a self optimization that would be great also. I am not looking for deep A.I. learning I just need a bot to execute an order when certain criteria is met for a stock.
I also need the ability to change certain factory like:
-Trade size
-Trade limits
-Profit amount
-Stop loss adjustment
-Distance from VWAP adjustment
-Distance from pivot adjustment
-Certain volume traded criteria adjustment
-Stacked pivot avoidance
-One trade per stock at a time
-Trade size management
-Order time-out detection
I would have a list of say 100-200 stocks and this bot would constantly be scanning for these certain trade setups. I do these trades not manually but there are too many to keep up with and I need the ability to do multiple trades at once - hence automation.
