CRL monitoring service using CryptoAPI

We need a windows service that will monitor a CA that the CRL is issued correctly. The service needs to monitor a couple (configurable) URLs and download the CRL. After download the CRL needs to be verified and checked.

If download or verification of the CRL failes, a e-mail should be sent to the administrators (configurable).

## Deliverables

Configuration data should be saved in the registry.
