SVN config change to allow Commit (requesting RickMc, but others welcome to bid)

Hello, I'm looking for a system admin to correctly st up my SVN repository correctly. The thing is, it's already set up and configured! I have all my repositories loaded and can access them via https successfully. The issue is, when I try to commit a file using Tortoise on my home WinXP machine, I get an error "Error: Can't create directory /path/to/repro/db/transactions/[url removed, login to view]: Permission Denied". I was reading something about hooks possibly having to do with it? I believe the file permissions are set up correctly but I may be wrong with that as well. For what it is, it seems like a stupid easy fix for whomever is skilled with SVN and wants to make some quick easy cash. I can provide admin access to my server upon agreeing to contract
