Rebuild ecommerce website from overly complex build byb previous freelancer

I have a website that was old looking but based on simple HTML, CSS, JavaScript, j Query and MySQL database. Had a rebuild done and they made the database unnecessarily complex, and used an MVC when asked specifically to use basic HTML, JavaScript, j Query, simple MySQL, and PHP and that speed was NOT the main objective. It was completed (incorrectly) more than two months past the agreed upon deadline because they kept changing what was MANDATORY to create the site, when they admitted later that they could do as I requested below after THEY did it COMPLETELY DIFFERENTLY - HOW THEY WANTED TO AND SAID IT WAS THE ONLY WAY IT COULD BE DONE.
If you cannot complete as requested, do not bid. If you think you know a better way that uses an MVC, or JSON in the database etc, please DO NOT BID. I am not looking for the best/fastest/coolest build, I am looking for a build I can maintain/update and debug myself going forward. I just have a very demanding full-time job and do not have the time (or the skill to do rapidly and cleanly and minimize errors or incompatibility with various modern browsers), but I had a functional website and database I could manage using the listed technologies prior to the dysfunctional and overly complex rebuild I paid dearly for in cost, lost business waiting for completion and lost business due to not being able to use the database as an owner to track and address issues with orders and complaints.
I have more than 50,000 registered on the site, but MAXIMUM DAILY access is limited to 1000 at the most and that is rarely, more typical 100 - 300 on a busy day. They used JSON in the database (FORBIDDEN IN THIS REBUILD), they used an MVC, Laravel, (ANY MVC IS FORBIDDEN IN THIS BUILD). and the database access/reporting was confusing and limiting causing me to lose business frequently over the last year it has been live.
The website, [login to view URL], allows health care professionals to purpose health care related hard copy products, as well as access online mandatory continuing education courses, where they can choose the course, pay for it, review the content (usually PDFs), take a test (created from a SIMPLE database) and graded, THEN submit the credit for the completed course, using JSON like structured file (created on the fly, NOT stored as JSON in the database, to [login to view URL] website, receive the confirmation of the acceptance of the user's license information and course credit which will be stored (NOT IN THE RETURNED JSON format but a simple relational database row and column mode) And inform the user of that success.
There are some small details not included here that can be discussed, but I had the website coded as described before, but it used old code and kept breaking on various browsers/operating systems. That code and the current site code are available for reference. please check out to see the current layout (too cumbersome and confusing as I had to add My Courses to the navigation menu separately as users bought courses and had no idea where to go... Need more user friendly (healthcare workers, particularly older ones, are no always current tech savvy). I am NOT looking for SLICK, I am looking for user friendly, hands off for me, and simple to purchase/review and take test for courses.
The build should occur in three phases (which can be broken into three projects for the same coder if desired).
First, the layout needs to be approved. You can view the current (unacceptable layout) and I can suggest concepts I like

Second, the database tables and rows need to be PREAPPROVED BEFORE COMMENCING WITH ANY LOGIC. I understand that the database may need modifications once the logic is developed, but ANY AND ALL DATABASE CHANGES MUST BE APPROVED BEFORE ANY CODING USING THEM COMMENCES. ABSOLUTELY NO CRAZY table structures/JSON in tables/ unusual data types/etc. (expect one week or so)
Third the logic for the catalog/cart/course review/test/submission to CEBroker for credit needs to be built, tested and approved. Including a method for me, the owner to easily be informed of any orders, specifically noting when it is a real world item that needs to be mailed (a MAJOR FAILING OF THE LAST BUILD)
During the process, the coder needs to make a word document that explains where each section of code is in the files (for example, where the catalog/header/test builder-grader is, etc so that this moderately competent hacker/owner can tweak or add content/sections easily later) (example header is in directory public/page_pieces/[login to view URL]) , what each table in the MySQL database table is used for, etc.
During the logic process there needs to be a back end that the owner or designated person can use to assess daily number of orders/daily sales and tax and PayPal/Stripe, displaying ALL information from each user such as name, license, address, previous individual orders, current cart content, course completion including not attempted, completed but failed, completed and passed and whether course credit was successfully submitted to CEBroker and when!
This can be broken into four milestone payments. One for layout design, one for database design, one for logic design and testing and one for the supporting documentation.
Again, this needs to be basic HTML ( may use bootstrap, CSS3, HTML5, JavaScript, j Query, MySQL database and NO JSON IN DATABASE, NO MVC methods such as Laravel, and all code MUST be approved and understood by me, the owner or my designee so that I can update, maintain and debug without using the successful bidder going forward after completion.
