Develop the earliest version of an in-house enterprise HR solution

We are hiring a developer to create only the beginning of an Enterprise application. If this milestone is completed well, more work will follow immediately. The requirements are as follows.
Milestone (1.0): Create a cloud-based service through which employee attendance (scheduled hours, actual hours, holiday requests, etc.) can be administered by employees, supervisors, and payroll clerks.
Walk-through (1.0): Each user has an account. Manager users can create a department shift rota for each week, and assign multiple shifts to each employee. Shift rotas can be draft (visible to other managers only) or published (visible to all staff). Users can subscribe to their calendar via iCal or .ics.
Users can log in and submit holiday requests that certain other users will approve or reject. Administrator can set approval rules for all requests, and customise these for certain users. Approved requests are pre-populated in manager’s draft shift rota.
Concurrently to the schedule, managers also have a weekly attendance sheet to complete. Managers can select any week and input actual worked hours by each employee. Payroll clerk can run report on variances to the employee’s contracted hours/days and to the department shift rota in respect of each week.
Deliverables (1.0): To complete this project, have it up and running on a development webserver we can access to test its functionality against requirements.

Who we are: we are a Glasgow company (revenue multiple mil. p/a). Among our interests we have a staff of web developers who work at our Glasgow office (competitive benefits and free lunch provided!). Successful bidders interested in an in-person contract, or indeed an employment contract, would already be some way towards securing this if they wish. But there will be no pressure to succumb to recruitment – we are only seeking development of our application without consuming the time of existing developers.
