Modify Website For Responsive Design

Basically, I have already built a website for a specific size resolution, and I need that website to be updated mainly for larger resolutions, so that it scales properly, but also I need the scaling fixed for smaller resolutions, I don't need it full mobile responsive, I can do that on my own.
The website is only 1 page, so this should be a very simple task for someone that is experienced, which is why this is an 'hourly' project, looking somewhere in the $10 range because of its simplicity.
