Big Commerce - Checkout Shopping Cart Modifications + Other Minor Change to Advanced Search Menu

If you are NOT familiar with customizing the checkout in Big Commerce - then this job NOT for you.
This may require a script - in addition to to advanced Big Commerce knowledge.
General Background: When customers make order to anywhere to Lower 48 States USA - shipping is free. When customer wants to ship to Canada, Alaska, or Hawaii - we contact them to give additional shipping costs - However, the checkout process is to still take their order - as if it were with no additional shipping.
1) Problem: There are two zones set up now. However, when anyone goes to order - it shows the zone text for Canada only - not the USA.
Here are changes to make:
Change text as shown on page - and revise shipping settings as needed to set up as one zone - if possible.
Make it so that all customer go to the same page no matter where they are shipping to - USA, Canada, Hawaii, or Alaska.

Previous 2 zone setup has gotten messed up for some reason. Want to simplify and just make it one zone - if possible - and change text.
I estimate that this would be about 1 hour to do.
2) Advanced Search Menu on Header: Erase some text as bottom - that was previously added - and change a couple lines of text. See attached. Should take less than 30 minutes.
