Convert Image to .eps and/or .ai Files

I had a designer create a car wrap design for a 2013 Subaru Impreza. However, he is unable to create the .eps and/or .ai files required to provide the car wrapper. Apparently, the designer does not have the skills and/or software necessary to provide the .eps and .ai files.
So, the project is to take the attached car image and provide .eps and .ai files of the graphics of both sides of the car, the back of the car, and the hood of the car. Recreating the images will be required so I have also attached our logo and caricature. The number 53 is from the movie 'Bernie'
Obviously, do not use the images on the car as they will not be to scale of the actual size of a car. You will need to recreate the images so that the images are clear when the image size is increased to 4-6 feet.
