Layout Analyzing and Segmentation of large Scans

Required is a fast algorithm with the ability to analyze the layout of scanned newspaper pages with size of approx. 4500 x 6000 pixels.
The analyzing results in a segmentation and classification (Picture, or Text) of the image.
A segment represents in optimal case a regular shape otherwise a polygonal shape.
All lines (also boxes) has to be detected and returned.
Performance is essential: max. 1,5 sec/Image
