Registry (.Reg) File Creator

I have a template for a .reg file. I need a program made that ideally I would double click and it would generate a .reg file, saved to the desktop, or even better, inserted into the registry. There are about 10 lines in my registry file, I need your program to randomize the available hex characters and save them to the respected line in the .reg file.
Each running of this program would create a unique .reg file. Nothing needs to be stored, or checked against to verify its uniqueness. The hex character map has sufficient permutations to allow for uniqueness on each running of the program.
Sample .reg file will be provided.
I run windows xp 32bit.
