ANE required to communicate with BLE (iBeacon)

Hi,
I need someone to develop an ANE that will communicate with BLE devices (beacons). The ANE must work on Android and iOS. The ANE must allow a BLE device to read beacon data and then perform an action (whatever that is).
Don't think I need to add any more information.
