Confirmation window on form 'submit'

I need a nice looking popup type window to appear when someone submits the enquiry form here: [url removed, login to view] They must agree to the terms in the popup before the form details are sent.
Please note:
1. This window must be attactive not just default windows style.
2. Must work even with visitors popup blocker on. If this is not possible please provide a better solution than popups.
