Build site to translate industry specs to drawings PHASE 2

Create PHASE 1 of membership based site to translate the requirements of the attached technical specification. As you view the specification, keep in mind that I would like a site to build a dimensional drawing from these tables and requirements. I am looking to be able to drill down through certain tools to gather required information then display or email the finished packet. I am open to any suggestions and will answer any questions you may have before bidding and while building. I have the domain and hosing already set up for this. This project is for an API licensed facility and does not violate copyright. It is a translation of this data to a usable format. I will provide all tool drawings for the project if you can simply create a way to overlay the information in the correct spot.
