Create database from XML file; Web Front End for searching and data manipulation

There is a state provided XML document that has all the registered business' in the state of Washington that is published every week on Monday.

We would like the data to be downloaded automatically and then imported into a database every week.
We have setup a MySQL server for this project.
Requirements for data manipulation.
1. Sort by / Search by all fields
2. Sort by / Search by distance (From Our Office / location that we can enter for global searches)
3. Have address / map show of address using Google Maps
4. Ability to save Searches / Email reports in Excel or CSV format
5. Ability to recall old search and re-run / schedule to run automatically
5. Tie company / Business from above search to a Google Search (Make company name clickable in search results - brings up Google search in new window)
a. Verify Address; by clicking on address listed - brings up Google Maps in New window

UBI - Washington State Unified Business Identifier
Business Name - Legal name as record with OSOS
Category - Three letter abbreviation for the entity structure. View the category definitions by code.

State Of Incorporation - The state of origination
Date Of Incorporation - The date the entity filed with OSOS
Expiration Date - The date the most recent annual report is/was due
Dissolution Date - The date the entity was dissolved if applicable
Duration - Duration of corporation, specified in years. perpetual or unspecified
Active - Indicates that the entity has not been dissolved, Inactive means the entity is dissolved
Type - Indicates whether the entity is a profit or non-profit
Registered Agent Name - The name of the registered agent i.e. contact person
Registered Agent Address - The physical address of the registered agent
Registered Agent City - The city in which the Agent Address is located
Registered Agent State - The state in which the Agent Address is located
Registered Agent Zip - The zip code for the Agent Address
Alternate Address - The agent mailing address if different from the Agent’s Address
Alternate City - The city in which the Alternate Address is located
Alternate State - The state in which the Alternate Address is located
Alternate Zip - The zip code for the Alternate Address
Governing Person Title - The title (president, vice-president, member, etc.) of the person listed as a Governing person
Governing Person First Name - The first name of the Governing Person
Governing Person Middle Name - The middle name of the Governing Person
Governing Person Last Name - The last name of the Governing Person
Governing Person Address - The address for the Governing Person
Governing Person City - The city in which the Governing Person Address is located
Governing Person State - The state in which the Governing Person Address is located
Governing Person Zip - The zip code for the Governing Person Address
