Custom Automated Login/Operation Program for Cloaking Script

I use the Search Engine Cloaker cloaking script on numerous websites of mine, and I'm looking for an automated solution that will prevent me from having to login to several dozen different installs to make changes or to create new installs.
This program works fully with my knowledge.
In short, I need a client-side program that will run on my desktop and do the following:
Upload the common directory contents that I specify to several remote directories (on different domains) using FTP algorithms similar to the Flash FXP program (I want the correct files uploaded in the appropriate format for them to function, on the server [eg. binary, etc.])
-Rewrite one word in an htaccess file, that is unique to each upload, and save it on the remote server.
-Reassign permissions to 755 on a small number of selected files
-Login to each unique SEC install
-Fill in blanks in the Cloaker Template with my content. There are about 8 boxes that this will need to be done with. The sets of blanks are each unique to the install and domain.
-Submit the changes (essentially, click the submit button in each install when these are filled in
-Allow me to make changes to one, or numerous installs later.
-Have a couple of simple maintenance tasks that I can easily run. (things like logging into each install and clicking "submit" in a certain tab to update the search engine spider list, etc.
That's mainly it.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

The web servers are Unix, my system is a Windows XP Pro system.
