classified offers script

I basically need a very simple scalable script that displays offers for $X amount of dollars from vendors that submit the offers online through a back end submission process. It will look and like Craigslist. The front end is all text and has pictures of the offers. Attached is a screen shot of the fronted.
It will need categories that can be edited by the admin as follows (see attached screenshot):
City -> Borough -> Area -> Offer category
These categories above are mostly for New York City. Most other cities will only need Borough OR Area.
Vendors will submit offers for free (for now) like Craigslist with a form (description and upload up to 2 pictures). they then get sent an email to verify their email address and the offer is posted. Offers last for 5 days.
Users then browses offers and sees what they like. For now there will be no check-out they just simply go to the store to buy.
