An Exam Software for teachers...

I need an exam software to be developed for teachers. This application will do the following:
-Display questions in arabic & english from database (3 different subjects)
-Teachers will select those questions and save it in a word file
-After they complete the document with questions from the database
-Submit/upload the document to the admin area and to a table in database
-Another table will record the completion/submission date
-Teachers should be able to login and logout with their user credentials
There are several examples of this in sourceforge.net. You can take the basic idea from it and
build this. Our Sunday School has the budget of $50-100 for this project. You can take 4-6 wks for the development (flexibility is provided) Let me know if someone can accomplish this. We may have require more features to be added at a later time for e.g. All students can take online practice exam after they login to prepare themselves for the exam. Questions will be displayed randomly from each subject.
It doesn't matter which language u use...However, I do want this in ASP.net and SQL as we have our hosting from school which will host this software on our domain.
