video conference call between to computers using explorer/firefox (using windows 10)

We need to be able to run a 2 way video conference call between two computers for digital signage (with no input in the computers) running windows 10 and using either Internet Explorer or Firefox, our issue is that internet explorer/ firefox are not able to detect the webcam (camera aplication in windows does detect the webcam) that we are using.

We think that the problem is because of windows permissions and compatibility with the cameras.

We tried using VLC to stream but the stream was very unreliable and right now we are using [url removed, login to view] to run the conference, but we are open to recommended alternatives.
