Expert advisos needed for a DLNA related project

At this moment we're considering open source media servers for creating DLNA services for our internal use.
We want to cover the following scenarios :
1- Now we are taking desktop screenshots of a computer and we want to place them into a folder automatically and create a realtime video DLNA channel.. so dlna clients see it as a live video, not as images
2- We need stream MP4 video files
3- We need to to streaming of a capture device , multiples channels also to DLNA
We will select and pay $30 for the best tech. advisor
We want to know if there's any open source solution that we can use to cover the needs of this project.
