Cut together a 15 minute Single Shot Interview Video

Need some help from an expert who breathes quick-cut-edits - They need to have a superfast internet as we're talking a few Gigs of Data
I have a single shot 20-minute video in the following sequence. I need it cut together, with a start screen, some intro and some transitions.
Setup is of Interviewer x1 AND Interviewee x 2
I will provide
A Roll Video - Fixed Camera Angle
A Roll Audio - Audio pointed to speaker 3
( When speaker 3 speaks, we will need to use this roll's Audio)
B Roll - Starts Randomly, End Randomly. Doesn't match the Frame Rate
B Roll Audio - Has a zoom mic and we can use this audio when Lapel Mic isn't clear.
need to clear noise from A and B roll Audio Sources
3) Lapel Mic - Interviwer 1 only has real god audio and we need to ensure this audio is used whenever interviewer 1 is talking.
Task is to
Cut these together into 1 Video File with carefully selected Audio, and add a background score with a few transition effects and starting and ending screens.
