Transform a small servlet application to Spring & JPA

So the app is an Emergency Center Dispatcher. I have to make the app use SpringFramework. The database is created each time the program starts. Beside repository & domain layer, which I was able to migrate, the service and controller layer need refactoring according to SpringFramework.
It's really not much since eveything is already done.
