Teach me to implement Reinforcement Learning in Games

For Games without an existing api for this use-case like Counter Strike Global Offensive, League of Legends or Starcraft 2 I want to develop a Software, for Reinforcement Learning in Python or C#.
Focus is on Windows and TensorFlow.
The Software is not meant to cheat.
I want to learn it and need a Tutor to teach and develop with me. It can start with a simple game like tic-tac-toe and has to end with a "3D" Game the mentioned above.
- Working Setup to start developing
- How does the Software "see" the Status ingame for rewards, without an existing Api?
- How to implement possible Actions?
- How do I Keep it as Modular as possible to reuse the code?
