image file convert to 2 dimensional pixel data table

I want to have a software that can convert all the major image file types (jpg,tiff,gif, etc.) to an excel table in which each cell contain the color and greyscale data for each pixel of the image.

For example, if an image is a black rectengle in the white background. I want to have a table as the below:
