Static .html to PHP conversion and CSS Issues fixes

Ongoing Tech Website needs to be revamped. The website is static (HTML/CSS) but a .Html extension has been converted into .PHP extension. So header and Footer separate files were created into .php extension. New pages of the website are HTML and CSS need help on changing the older header and footer files by include header and Footer or some files of the new elements and Fix the CSS issues (Class name changes so it doesn't disturb the website) and rectify all the internal linking and any query form that exists need to be fixed or email Function.
First Batch contains
The total of 5 -10 pages are to be included
there are lot more pages that need to perform with the same changes.
Job is on high priority so people available to work on the work and accomplish the task within a time frame are requested to bid on the job
