Simple updates to laravel site with dashlite frontend

I have a laravel website with a dashlite frontend. I need some minor updates done, like fields added to the admin and other simple items. You must also be proficient at Twilio since SMS are being sent using Twilio.
I also need the developer to maintain the current site. It mostly works, but sometimes I find bugs. I need a developer that can maintain the current code, fix bugs when found, and add features I request.
You will need to sign a non-compete and a non-disclosure.
This is not a 40 hour a week project. You might get a few hours a week at most.
The last developer on freelancer took the milestone payment, messed up the website and left freelancer so I will not hire anyone that is new to freelancer or has few reviews.
You can also not have access to the code until you are hired, so do not ask for cpanel or ftp access until after you are hired.
