creating private vpn service on my server using client software

i need the vpn service to be installed on clients computers using software and not using a dialer.

there should be no use of GNU licenses which does not allow me to change the code or use it for business without limiting me to publish the code and other limitations.

the client software should be used using username and password which i should be able to generate using the server side on the server itself. preffered using sql table of users.
